Dorcas Young Griffin is the Deputy Chief Administrative Officer for Shelby County Government with more than 18 years of experience in public service. She has held leadership roles including Public Health Coordinator, Ryan White HIV Program Administrator, and Director of the Division of Community Services, where she oversaw a $100+ million budget and 250 employees delivering human, social, and behavioral health services across Shelby County. She has been a key champion of local oversight for 988 implementation. Dorcas holds a BA in Sociology from the University of North Carolina at Chapel Hill, an MPA from the University of Memphis, and is currently a PhD student in Urban Affairs.
